If you look it up, you will see that cpufreq provided governors are regarded as being outdated (and preventing the deepest cpu sleep because of their constant polling) - in fact newer kernels (since 3.7 or so) use a newer p-state driver for (newer) Intel CPUs that takes into account more factors. Now modern CPUs also use opportunistic frequency scaling internally (usually based on measured internal temperatures) that either increase or decrease the frequency based on internal measurements. It just states the official p-states the CPU provides. I wonder why even cpufreq-info lies about the core speed compared to this method?
